William Fegan was born in Fort Worth, Texas and graduated from Southern Methodist University in 1972 with a Bachelor of Fine Art in Painting and a Meadows Foundation Scholarship. He studied under Steve Wilder, Roger Winter, Dan Wingren and Deforrest Judd alongside eminent artists of that time (including James Surls, John Alexander and Sam Gummelt). His subject matter ranges from vivid representational paintings of Japanese Koi and water to urban landscapes.
